The Philadelphia Eagles have announced the following changes to the football operations department (listed alphabetically):

Phil Bhaya – College Scout, Southeast
Phil Bhaya is entering his seventh season with the Philadelphia Eagles and his first as the team's College Scout, Southeast. He joined the Eagles in 2014 as a Scouting Assistant and has also served as the team's NFS Scout (2016-19) and Northeast Area Scout (2020). Bhaya was a team captain and four-year letterwinning defensive back at Princeton from 2010-13. He earned All-Ivy League honors in 2012 and 2013.
Brandon Brown – Director of Player Personnel
Brandon Brown has been promoted to Director of Player Personnel after previously serving as the Eagles Director of Pro Scouting for the past two seasons. He originally joined the Eagles as the Assistant Director of Pro Scouting in 2017. In his new role, Brown will oversee the pro scouting department, while also doing crossover work on the college scouting side working collaboratively with Co-Director of Player Personnel Ian Cunningham. Prior to his time with the Eagles, he was a Scouting Assistant (2015) and an Advance Scout (2016) with the Indianapolis Colts. Brown also spent two seasons with Boston College as a Recruiting Specialist (2013) and the Assistant Director of Player Personnel (2014). A four-year letterman as a defensive back at Fordham University, Brown earned his bachelor's degree in business administration with a dual concentration in entrepreneurship and communications media management. After graduating from Fordham in 2010, Brown earned a Juris Doctor degree from Barry University Law School in Orlando, FL. While pursuing his law degree at Barry, Brown worked as an athletic compliance graduate assistant/football support at the University of Central Florida and then broke into the NFL as a Pro Personnel Intern with the New York Jets in 2012.
Dave Caldwell – Personnel Executive
Dave Caldwell joins the Eagles as a Personnel Executive after an eight-year stint (2013-20) as General Manager for the Jacksonville Jaguars. In his role as a Personnel Executive, Caldwell will contribute to the evaluation of the Eagles team, while also assisting with both the pro and college scouting process. Prior to joining the Jaguars, Caldwell was the Director of Player Personnel (2012) and Director of College Scouting (2008-11) for the Atlanta Falcons. He was also an Area Scout for 10 years in Indianapolis (1998-2007) after entering the league as a Scouting Assistant for the Carolina Panthers (1996-97). Caldwell graduated with a bachelor's degree in finance/business administration in 1996 from John Carroll University, where he was a two-year letterman at outside linebacker.
Ian Cunningham – Director of Player Personnel
Ian Cunningham has been promoted to Director of Player Personnel after a two-year stint as the Assistant Director of Player Personnel. Cunningham first joined the Eagles as the Director of College Scouting from 2017-2018. In his new role, Cunningham will oversee the college scouting department, while also doing crossover work on the pro scouting side working collaboratively with Co-Director of Player Personnel Brandon Brown. Prior to his time in Philadelphia, Cunningham spent the first nine years of his NFL career with the Baltimore Ravens, where he served as a Player Personnel Assistant (2008-12) and an Area Scout (2013-2016). Cunningham earned his bachelor's degree in psychology from Virginia in 2017 and a master's of education in 2018. A former offensive lineman, he started 20 games for the Cavaliers during his collegiate career and earned honorable mention freshman All-American honors, and ACC All-Freshman Team recognition.
Matt Holland – College Scout, Northeast
Matt Holland has been named the team's College Scout, Northeast after previously serving as a Pro Scout from 2017-18 and a Senior Pro Scout from 2019-20. Prior to his time with the Eagles, Holland held positions in Washington's (2012-13) and Cleveland's (2014-15) player personnel departments. He entered the league with the Miami Dolphins as a video assistant (2005) and Scouting Assistant (2006). Holland also has coaching experience, serving as the linebackers coach and Director of Football Operations at Wagner College from 2007-08 and the Quality Control Coach/Video Director of the Florida Tuskers from 2009-10. He also coached linebackers and offensive line at Charlotte Latin HS in 2016. Holland earned a bachelor's degree from Elon University in 2015 and a master's degree in business administration from Wagner.
Bryce Johnston – Senior Director of Football Transactions
Bryce Johnston is entering his sixth season with the Philadelphia Eagles after originally joining the team as a Football Administration Intern in 2016. He has previously served as a Football Administration Coordinator (2017-19) and as the team's Director of Football Administration (2019-20). In his current role as Senior Director of Football Transactions, Johnston's responsibilities will include the planning and execution of salary cap management, player contract negotiation and structuring, football resource allocation, and other aspects of roster transactions and CBA compliance. Before entering the NFL, Johnston worked as a corporate associate at Proskauer Rose LLP (2014-16). Johnston graduated Summa Cum Laude from York College (PA) with a Bachelor's degree in sport management in 2011. He was also a four-year member of the school's Division III Men's Lacrosse team. After graduating from York College, he received a J.D. degree from Georgetown University Law Center in 2014.
Evan Pritt – Scouting Assistant
Evan Pritt has been named a scouting assistant and enters his second full season working in the Eagles' scouting department. He was a player personnel intern during training camp in 2019 and was with the organization as a scouting assistant for the 2020 season. In addition to his NFL experience, Pritt served as a player personnel assistant at Maryland (2019) and a football recruiting assistant at his alma mater, North Carolina State (2017-18). The Wilmington, NC, native played offensive line at North Carolina State and graduated with a bachelor's degree in sports management and minor in business administration in 2017.
Catherine Raîche – Vice President of Football Operations
Catherine Raîche was promoted to Vice President of Football Operations. In her new role, Raîche will be involved in all areas of football operations and player personnel, including pro and college scouting, contract management, player/staff development, and football research. Raîche previously served as the Eagles Football Operations/Player Personnel Coordinator for the last two seasons. Before joining the Eagles, she spent five years in the Canadian Football League working for the Toronto Argonauts and the Montreal Alouettes, including holding the title of Assistant General Manager for the Alouettes. A native of Montreal, Quebec, Raîche completed her law degree at the Universite de Sherbrooke and also earned a master's degree in tax. She practiced corporate and tax law for three years before making her transition to professional sports in 2015.
Jeff Scott – Senior Pro Scout
Jeff Scott has been hired as Philadelphia's senior pro scout after spending the previous nine seasons (2012-20) working in the Washington Football Team's personnel department. Scott, who enters his 10th NFL season, was named Washington's assistant director of pro scouting/advance coordinator during the 2020 offseason following a two-year stint as the club's director of football strategy/scout (2018-19). He also served as a pro scout (2014-17) and player personnel assistant (2013) after originally joining Washington's front office in 2012 as a salary cap intern and then scouting intern. Scott played defensive back at Davidson College from 2004-07, leading the Pioneer Football League in forced fumbles as a sophomore in 2005. He graduated with a bachelor's degree in political science and received his master's degree in sports management from Georgetown in 2012.
Ameena Soliman – Pro Scout
Now in her fourth year with the Eagles, Ameena Soliman has been promoted to Pro Scout after originally joining the organization as a Player Personnel Intern in 2018 and serving as the team's Player Personnel Coordinator from 2019-20. In 2020, Soliman was named a Scott Pioli & Family Fund recipient, an annual grant that aims to promote the development, education, and training of aspiring female football coaches and scouts. Prior to her time with the Eagles, Soliman worked at the NFL League Office as a Player Personnel Assistant (2017-18) and with Temple University as a Football Operations and Recruiting Graduate Assistant (2017). Soliman graduated Summa Cum Laude with an undergraduate degree in finance and marketing from Temple. She also earned a master's degree in sports business from the university.
